Some might think that God is in control to the extent that He even controls evil. But the scriptures teach that God grieves when people do wicked acts which He never intended.
Genesis 6
[5] And GOD saw that the wickedness of man was great in the earth, and that every imagination of the thoughts of his heart was only evil continually.
[6] And it repented the LORD that he had made man on the earth, and it grieved him at his heart.
Jeremiah 19:5
They have built also the high places of Baal, to burn their sons with fire for burnt offerings unto Baal, which I commanded not, nor spake it, neither came it into my mind:
Jeremiah 32:35
And they built the high places of Baal, which are in the valley of the son of Hinnom, to cause their sons and their daughters to pass through the fire unto Molech; which I commanded them not, neither came it into my mind, that they should do this abomination, to cause Judah to sin.
The Greek Bible uses the word kardia, “heart,” instead for mind.
